Public sector

A sector in which the way a system is bought can be prescribed by law as precisely as the system itself.

Silhouettes of people behind a frosted glass wall of a public office

Public administration works on systems that stay longer than the people and technologies around them, and it serves everyone who has business with it. Change arrives here through public procurement: with a scope described before the first screen exists, with acceptance against a document, and with the requirement that knowledge of the system stays in the institution after the contractor leaves.

In this sector we have one project of our own: customising JIRA and automating HR, IT and legal processes for a public sector client in Poland. That is the extent of our track record in public administration, and that is what stands below.

An office corridor with glass walls and a clock

Key challenges of the sector

A row of white binders with reference numbers

Requirements must be written down before the first line of code

The subject of the contract is described before anyone sees a working screen. The same document must be detailed enough to hold the contractor to account and open enough to allow anything to be corrected once the work is under way.

Archive boxes with dates on a metal shelf

Systems that may not be switched off

Registers and domain systems run longer than successive generations of the technology around them, and stopping them is usually out of the question. Change therefore arrives alongside what works, and must talk to it from day one.

Archive shelves with boxes and a person in the background

One case passes through several systems at once

The same case touches several registers, several units and several systems run separately. The question ‘what stage is this at’ can be harder than the decision itself, because the answer has to be assembled by hand from several sources.

People sit on chairs in a waiting room

The interface is for everyone, not for the majority

A public body does not choose its audience. It serves everyone who has business with it, and it is responsible for the digital accessibility of that contact. Accessibility is therefore a functional requirement of the system, not a layer bolted on at the end.

An empty council chamber with rows of seats

Knowledge of the system must stay in the institution

People on both sides change, and the system stays. Documentation, maintenance and a real possibility of someone else taking over the work are part of the contract, not the goodwill of the contractor.

How we help

Diagnosis before investment

We start with an as-is audit: what actually works, where the data sits and what it costs to keep the current state running. The result is a roadmap with an order of magnitude for the budget, not a presentation about transformation. The conversation starts with what can be postponed or simplified, not only with what is worth buying.

Technology advisory

Integration of disparate systems

Billing, asset registers, spatial systems and control systems rarely talk to each other without an intermediate layer. We build integrations and operational portals that bring these sources together into a single picture for the operations team. We design the integration layer so that it can be maintained without us.

Systems delivery

Artificial intelligence over the company's knowledge

Language models over a base of regulations, documentation and ticket history, with control over the sources and a trail showing where each answer came from. This is how we work today for a large energy group. A model that cannot be checked and justified does not enter the production process.

Data and artificial intelligence

Compliance built into the system

KSC audit preparation, SZBI development and internal regulations, carried out together with the technical team. Requirements go into the backlog as acceptance criteria, not into a separate document. The audit trail is created while the system runs, not reconstructed after the fact.

Compliance and risk

Cloud or an in-house server room

Some data cannot leave the client's infrastructure, and that is the starting point, not an exception. We design the architecture so that the data stays where the regulation requires: within the European Union or in the client's infrastructure. The same code and the same release process, regardless of the target environment.

How we start

  1. A conversation about the problem

You describe the process or system that no longer keeps up and what has to change. The conversation costs nothing.

  2. Analysis under an NDA

We examine the process and the systems and hand over a recommendation with a scope of work. You know the scope, deadline and price of the analysis before it starts.

  3. Offer

You receive the scope, team, schedule and price of the implementation. You decide whether we go ahead.

The cost of the analysis is credited towards the implementation if you order it.
